Board Policy 4113 - Community Involvement in the Principal Selection Process

I. Policy Statement

  1. The Prince George’s County Board of Education (Board) recognizes that the support of everyone in our community is essential to the success of our schools and students, and this success enriches our community. One of the Board’s goals is to promote greater accountability and parental and community interaction with the schools.
  2. The Board also believes that family and community engagement is a shared responsibility and an essential component for improving the academic outcomes of our students.

II. Purpose

The purpose of this policy is to ensure that stakeholders are involved and participate in the principal selection process.

III. Definitions

Within the context of this policy, the following definitions apply

Stakeholders – This includes school-specific staff, parents, community members and high school students (for high school principals.)

IV. Standards

  1. Notice of a school principal vacancy will be posted on the school’s website and other school and parent communication mediums along with information about the selection process for the principal.
  2. A leadership profile survey shall also be posted on the school’s website for stakeholders to complete to solicit their feedback on the recommended leadership characteristics of the new principal for their school community.
  3. The Superintendent/designee shall establish procedures for the advertising, prescreening, screening, and interview process for the selection of a principal.
  4. The interview process shall include, in addition to other interview activities, a school specific interview panel of stakeholders for the school in which the principal vacancy exists.
  5. The Superintendent/designee shall be responsible for identifying the student population demographics of the school. The stakeholder shall be representative of the demographics of the school’s student population and when possible, at least one of the stakeholders shall be a parent of student receiving special education or Section 504 services.
  6. The school-specific interview panel shall receive training regarding the interview process including how to conduct unbiased and inclusive interviews prior to participating in the interview process.
  7. The school-specific interview panel shall have the opportunity to provide their recommendations to the Superintendent.
  8. The Superintendent/designee shall consider candidates recommended from the school-specific interview and make a recommendation to the Board for appointment.
  9. The Board shall be responsible for the appointment of the principal.

V. Implementation Responsibilities

The Board authorizes the Superintendent to develop an administrative procedure to implement this policy.
