In alignment with the goals and priorities of Prince George's County Public Schools (PGCPS), the School Performance Plan (SPP) allows for a transparent and collaborative school improvement process with a focus on student achievement.
The School Performance Plan was developed this school year as the continuation of the detailed work and planning completed in the previous school year. The SPP focuses schools on engaging in disciplined inquiry cycles through the use of Plan, Do, Study, Act (PDSA). Through the successful utilization of PDSA, schools are able to impact student achievement and teacher practice by taking a scientific approach to school improvement.

SMART Goals A targeted aspiration that serves as the focal point for collective improvement efforts Specific; Measurable; Achievable; Realistic; Timebound |
Math- The 2026 administration of the MCAP Math Assessment will increase the number of students meeting or exceeding expectations by 5%. ATSI Group: Students with Disabilities (3% Increase) |
RELA/ELA-The 2026 administration of the MCAP Reading Assessment will increase the number of students meeting or exceeding expectations by 5%. ATSI Group: Students with Disabilities (3% Increase) |
Not Selected- |
Problem of Practice One problem the school has chosen to address that will assist them in moving toward the overarching Smart Goal |
Teachers do not consistently use manipulatives and models to support student learning to build conceptual understanding. |
Teachers struggle to differentiate writing instruction to support students with varying skill levels in producing routine and analytic writing. |
Change Idea A specific, actionable idea or technique that school teams will use to address the SMART Goal |
Change Idea: Use of manipulatives Teachers will utilize the materials and resources outlined in the CFPG to intentionally plan and implement lessons that support students as they move through the tasks and lesson series to promote conceptual understanding with a focus on manipulatives. |
Change Idea: Implement daily or weekly writing journals Teachers will implement daily or weekly writing journals to provide consistent opportunities for students to write routinely and respond analytically to grade-level tasks. Journals will be used to strengthen students' ability to explain, reason, and elaborate through short constructed responses, reflections, and content-based writing prompts. |
Target |
The AIM set to determine if the implementation of the change idea was successful |
7 of 8 teachers will demonstrate 3 of the 10 criteria on the observation tool, with a specific emphasis on questions 3, 4, and 8.
Reasoning-They form a logical progression: Plan the manipulative use - q3 Model it for students - q4
We Do will be embedded in the lesson plan and evident during collaborative planning See students use it independently - q8 They connect directly to our Problem of Practice (enhancing modeling through specific and targeted manipulatives)
Within this cycle, 80% of observed teachers will demonstrate intentional modeling of manipulatives that connect directly to the concept being taught, and students will use those manipulatives to explain their reasoning during instruction. |
At least 90% of teachers will demonstrate evidence of routine journal implementation and differentiated writing instruction. |
**PI: 48% of students will score at or above Proficient.**
**IPI: 80% of students will show improvement from one checkpoint to the next, with a 5-8 percentage point increase on formative checkpoints scored using the MCAP holistic reasoning and modeling rubrics.** |
Target: 45% of students will score 2 or higher on the rubric.
The percentage of students scoring proficient or higher on formative writing rubrics increases by at least 5% during the cycle. |

Word Problems: Provide deliberate instruction on word problems to deepen students' mathematical understanding and support their capacity to apply mathematical ideas. |
**Target: Insert Target for One Assessment (no more than 2)**
Monitor student progress using MCAP holistic reasoning and modeling rubrics for Milestone tasks and Benchmark Assessments.
Students will demonstrate increased understanding and accuracy in solving problems as evidenced by improved performance on Benchmark assessments, strong explanations during classroom instructions, and consistent use of the 3 Read Protocol/CUBES.
Through walkthroughs, teachers are implementing the 3-read protocol with fidelity and regularly and consistently reflecting on data. |
