Elected in 2018 and 2022, Pamela Boozer-Strother is the representative for Prince George’s County Board of Education, District 3.

Major accomplishments of Board Member Boozer-Strother include the passage of the PGCPS Climate Change Action Plan, the Alternative Construction Financing of six new middle schools that opened in 2023, and Board oversight of the Blueprint for Maryland’s Future legislation.
The Climate Change Action Plan established carbon and waste reduction goals for the school system by 2030 and 2040 and was adopted by the Board on April 28, 2022. Ms. Boozer-Strother Chaired the Work Group of internal and external experts, modeling effective policy change by the Board of Education. She has since become a nationally recognized expert in K12 Climate Action, serving on the Aspen Institute’s K12 Climate Action Roundtable and the School Leadership in Clean Energy SLICE) Network with Generation 180. Pamela presented on electric buses and the PGCPS climate action plan at the NSBA Equity Conference in 2023 in Washington, DC. Ms. Boozer- Strother was inspired to run for the Board of Education to help reduce the $8.5 Billion backlog in school construction and maintenance. She became a primary proponent of the Alternative Construction Financing/Public-Private Partnerships (P3) model recommended by the Maryland General Assembly 21st Century School Facilities Commission. Working in collaboration with PGCPS administration, Prince George’s County Education Education & Communities Partners builders, as well as County and State officials, this program delivered the six Blueprint Middle Schools in 2023, including Hyattsvile Middle School and the new Sonia Sotomayor Middle School at Adelphi in District 3. Pamela will present on PGCPS’ successful program at the 2024 NSBA Conference in New Orleans on the "Public Private Partnerships: Innovative Construction Models as Implemented by Prince Georges County Public Schools to Increase Equity in Schools” panel.
As Ms. Boozer-Strother ran for the Board of Education, she was also an advocate for the Kirwan Commission, the once in a generation Maryland General Assembly recommendation for public school reforms. In 2018-2020, she joined then Chair of the Board, Dr. Alvin Thornton, in the grassroots strategy to engage PGCPS parents and the community in the advocacy effort to pass what became the Blueprint for Maryland’s Future legislation. The legislation requires equitable investments in universal PreK, educator career ladders and salaries, college and career readiness pathways, and a community schools strategy and supports for multilingual leaners and special education students. Recognized as a state leader on Blueprint, Ms. Boozer-Strother was invited to join as an inaugural member of the Ad Hoc Committee on the Implementation for the Blueprint for Maryland’s Future Act of the Maryland Associate of Boards of Education (MABE) in 2021.
Ms. Boozer-Strother was born in Prince George’s County and returned in 2005 as a resident of Brentwood in District 3. At that time, she became an active leader of community organizations and town committees focused on children, education and economic development. In 2018, she was recognized for her years of community service with the Mighty Joe Impact Award from Joe's Movement Emporium.
Ms. Boozer-Strother is parent of a 8th grader at Hyattsville Middle School and a dedicated activist who is determined to put children first as the District 3 representative on the Prince George’s County Board of Education. For three (3) years, she served as the Treasurer of the Parent-Teacher Organization (PTO) and chaired fundraising efforts for in-school arts programs, after school programs and teacher appreciation.
She is a big proponent of the Board of Education Educational Equity Policy (adopted 2019) and Community Schools Policy (adopted 2018) that will bring expanded health care and social services to our students and families in partnership with government, business, nonprofit and faith based organizations. She sees this as a critical opportunity to move our school system forward.
A believer that arts are essential in education and community, Ms. Boozer-Strother served as a Board Member and President of the Gateway Community Development Corporation (Gateway CDC) from 2007-2009 which has driven the arts-centered economic revitalization of the Route 1 corridor.
She has experience with building planning, budgeting and construction through the oversight of the Gateway Arts Center, critical skills she brings to the PGCPS Capital Improvement Program. In her Gateway CDC leadership role and PTO Treasurer role, she has worked successfully with elected officials at the municipal, county and state level to bring resources to the children of Prince George’s County.
Ms. Boozer-Strother earned her MBA from the Kogod School of Business at American University while serving as the executive director of national association. She is a Certified Association Executive (CAE) and founded a business in 2011 focused on association convention and events sponsorship fundraising.
